Dinghy Park Policy

 

  1. This policy statement sets out the basis on which spaces in the dinghy park (excluding the tender park) will be allocated. It is formulated in the context of the space available being limited. The general committee has delegated the administration of the policy to the dinghy sailing committee.

  1. Members paying an annual registration fee (payment of which entitles members to launch their boat from the club) may request a dinghy park space.

  1. The objective of the policy is to ensure that the use of available space is optimised and that all active dinghy sailors who have paid the annual registration fee have a dinghy park space allocated to their boat

  1. Only boats carrying third party indemnity insurance of a minimum of £2m (bye-law 2.17) will be allocated a space. Members will be required to confirm this cover with their annual subscription renewal.

  1. Without limiting the generality of 3 above, boats will be assumed not to be used, and the owner inactive, if they do not carry a current Chichester Harbour plaque.

  1. The criteria by which dinghy park spaces will be allocated in any year include the following (not in any order of priority):

    1. Availability of spaces relative to demand

    2. Frequency of use

    3. The size/weight of the boat

    4. The size of the dinghy park space (not all being of the same size)

    5. Grouping of boats of the same class (with a view to promoting esprit de corps within active class members).

  1. There is no presumption that:

    1. The same space will necessarily be retained from year to year, although changes will only be made to optimise the use of space following the criteria in 6.

    2. A space will not necessarily be renewed where there has been no use of the boat in the previous year or the boat is unserviceable, (though it is not the intention that temporary personal circumstances limiting use should lead to withdrawal of a space). Where non-renewal is considered likely, the member will be notified of this with his annual subscription invoice so that he/she might

                      i.      make representation  as to why a space should be allocated, or

                     ii.      have the opportunity to terminate membership. 

  1. Paid up members will have their boat trolley tagged by the dinghy sailing committee which will be responsible for allocating a space and marking the tag with the space number.

  1. The membership secretary will inform the dinghy sailing committee of all changes in boats (including those of new members) as notified by members or applicants, and the committee will keep the membership secretary informed as to the availability of spaces.

  1. A plan of the dinghy park and the spaces allocated will be displayed on the dinghy sailing notice board.

  1. Boats in the dinghy park for which no registration fee has been paid will be dealt with in accordance with rules/bye-laws and removed from their previously allocated space.
